Dr. Moses Isabirye has unique and multi qualifications that place him comfortably for this job. He has a bachelor of science degree in agriculture from Makerere University, a Master of Science (Soil Surveys, evaluation and land use planning), ITC, Enschede, The Netherlands, and a PhD in applied biological sciences, Catholic University, Leuven, Belgium where he did a thesis in land evaluation around lake Victoria: He was awarded the Laureate International Development Cooperation Prize in 2005 for the PhD thesis. He has done several short courses which are very applicable to the market assessment assignment. Among others he did short courses in Land Use Planning for Rural Development: Methods and Procedures at National and Provincial level (Germany), Crop Management Research (Egerton Kenya), and valuation of natural resources.

Since 1994 Moses has been a research officer with the National Agricultural Research Organisation (NARO). He has both civil society and public interest which makes him very suitable for the assignment. He currently represents NARO in the Plan for Modernization of Agriculture sub-committee on natural resources. Among his key achievements, Moses was a team leader for the following projects: Establishment of the environment information network – Soils Node; a Participatory Land Resources surveys of Wera and Toroma sub counties in Katakwi; Land resources survey and evaluation of Rakai and Mayuge districts within the Lake Victoria Environment Management Project Framework; and establishment of the national soil reference and information Centre for Uganda and Implementation of an exciting field excursion for the 19th SSSEA conference that was held Dec 2002 at Mbale in Uganda.

He has participated in the development of the following: The National Water for Production Strategy; The National Forestry Plan; The National Land use Policy; The National Land Policy; Pilot schemes to strengthen common property management systems. He also has experience in working and leading multidisciplinary teams. He has working knowledge of remote sensing (Aerial photo interpretation and Satellite image analysis), GPS (Integrated Land and Water Information system (ILWIS) and ARCVIEW. Moses played a big role in designing the on the Hamisha Project: Illicit Financial Flows (Informal financial flows) diagnostic Survey (2013) carried out in Uganda and south Sudan.
